Ms. TITUS. Madam Speaker, I was absent from the floor and missed the vote on Tlaib Amendment No. 11 to H.R. 4350. Had I been present, I would have voted YEA on Roll Call No. 271--Amdt. No. 11 to H.R. 4350 on agreeing to the Tlaib amendment.
